One of the reasons that the prisons are overcrowded is because of the types and lengths of sentences. Other reasons why the prisons are overcrowded is because many of the prisoners are there on non-violent crimes. Also many of the sentences are for smaller crimes. The one recent event that is dealing with this problem is release program that is letting out around 40,000 inmates over the next few years. These crimes should be sentenced to the county jails, not to the state prisons. If one is sent to a state prison that means that sentence is of one year or more. Criminals that are sent to county jails are sentenced to less than one year. The sentencing matrix needs to change in California. No one should be sentenced to prison for the lesser crimes. All this is doing is keeping the prison population up to and over 137% full. Instead of a prison sentence; probation, fines and community service can be imposed. New laws can be made so that if the crimes are not murder, rape, molestation and other violent crimes, the sentenced individuals will not spend time in prison. The criminals can spend their time in the county jails or have no jail time at all. If no jail time is imposed then there will have to be fines, probation and many hours of community service. The story remains about the same. A neophyte lawyer, Rudy Baylor (Matt Damon), winds up working at a low-rent law firm when he can find no other job after finishing law school in Memphis, Tenn. The only thing he has going for him is an insurance case: a young man, dying of leukemia, who has been wrongfully denied a bone-marrow transplant by his insurance company. But getting that case to court will be like running the high-hurdles with his feet cut off. For starters, Rudy has no trial experience -- and the insurance company has the high-powered Leo Drummond (Jon Voight) and three or four of his assistants for the defense. Even as he is preparing for the trial, Rudy is getting involved in another kind of case. While hunting for clients at a local hospital, he spots a young woman (Claire Danes) who has been beaten by her husband. He befriends her; by film's end, he is emotionally involved with her in an effort to get her out of this abusive marriage. Mr. Coppola, who adapted the novel for his screenplay, understands that Mr. Grisham created a story in which the end is never in doubt. While hewing to the novel's basic plot, the director turns the courtroom story into more of a roller-coaster ride. He draws a skillful and sympathetic performance out of Mr. Damon as Rudy. He also gives Mr. Voight the best villain role he's played this year (and he's played a bunch of them): a sleek, shark-like lawyer who doesn't need to twitch or overact to show off the power he trades in. The rest of the cast is equally strong, from Mary Kay Place as the tough-minded mother of the stricken victim, to Danny DeVito as Rudy's assistant, a would-be attorney who has failed the bar six times and refers to himself as ''a paralawyer.'' Even the usually self-indulgent Mickey Rourke makes a good showing as Rudy's oily boss. The Rainmaker isn't a great movie, but it's an involving and compelling one. The origins of the story of Marina are uncertain, but similar stories may have been produced by monks who were interested in spreading monastic beliefs, or by monks who were preoccupied with sexual temptation. The natural sexual temptations of celibate monks could have been the underlying reason why stories, like the one of Marina, were retold and remained popular throughout the Middle Ages. The feminine gender has been an opposing force against the sanctity of early male Christians because monks struggled with sexual temptation, lust, and possibly involvement in sexual activities. Monks were primarily concerned with defining virtuous ascetic behavior in stories like the one of Saint Marina. But it seems almost to good to be true that monks and ascetics were flawless with obeying rules like celibacy.
